timing problem

Hello, iv removed my rocker cover to discover that the two slots on the end of the cams dont appear to be lined up, but this is only visual, i really want to do a proper check ie number one piston at TDC check if slots are indeed lined up etc,

there is a dent mark on the crank pulley aline that up with the line on the alloy cover and then the cams should be timed up and should be able to get the special tool in or a bit of flat metal plate
