refitted airbox and dumped induction kit queries where everything goes?!?

stole this pic off a thread by funkyfive (hope he doesn't mind) .

in the picture the pipe with the cable ties on it goes to a t and one goes under the airbox. got this on my car with a valve on the end with nothing plugged in. was like this when i got the car. unsure exactly what it does but other end of the valve not connected to anything. maf wasn't connected either and plugging it in did nothing. i have just brought a good second hand maf and airbox. i have fitted connected up maf and plugged a spare cable into that valve. car is now a shed loads faster. but the valve (thats just floating under airbox as cant see anywhere to plug it in.) is clicking/pulsing. and its pulling a vacuum. can anyone please shed a light onto this? is it essential or can i leave it unplugged?

You can run that car without the Carbon cannister..
